The issue here is that you only need 1 lab, and then the remaining 5 infantry are going to get com towers. That's
going to cause some major issues with gameplay. Even without having to worry about javier has there's no way
anyone would allow him. with 20K funds three bases and one airport may cause some issues. It's also a bit
chokey.

Also a potential problem: the two sides have different puzzles to face, rather than both sides having one of each.
