Experiment in functional heavy naval warfare (Version 2). Requires more thought and testing.

Funding: 1.5-2k
Lab Units: B. Copters, Fighters, Bombers
Unit Bans: Stealth, Black Bomb
CO Bans: Broken 5, Drake, and probably mass damage COs

Sami could be dangerous with her transports, but I don't know that it'll be game-breaking.
Sturm might actually be viable as well.
