Two quick things on your map:

1) There are no contested cities. All the cities should be easily captured by the nearest base, which will
probably cause games to be less dynamic than they could be. Try to position at least one pair of cities
such that either the initial capture is contested, or the city could be taken or contested immediately after
initial capture.

2) One base is able to capture only one city on turn 1, while the other can capture two. This is inherent
FTA. I recommend making it so each base can capture the same amount of cities on turn 1, and the same
amount overall.

The map seems to have been revised since the previous comment. Point 2) has been addressed, but point 1) is still a problem.
Map is likely to stalemate down the middle.

to solve point 1, the bases could probably be placed a bit back, e.g. west AR base to southernmost forest, and east AR base
swaps with city 3S1E from it

maybe there could be forests in the middle for aesthetics, too
