There is probably STA on this map. The starting base for BM will capture the neutral base, both airports,
and a majority of the cities.

probably the airport may be issue.. but the side base is also busy using its black boat to capture center
cities.

If you switch the neutral base with the central preowned base, it might reduce the FTA issues somewhat,
because then the city distribution will be more balanced. It will also cause the central airport to come into
play later, which I think is better for gameplay.
