Interesting. I haven't yet seen maps designed for half funds that aren't limited high funds.

Would it devolve into infantry spam? How likely can players tech up?

Pros :
Temporary property ownership for 2 days is cool idea for early game.
Plenty choice to choose in early game.
Every CO is viable (except Drake)
Cons :
Why harbor exist next to land not next to sea ?
