If you want GE to not have a combat role in the map, shove their HQ in an one tile island.

The idea is that once the game starts I surrender, turning the GE into ordinary cities, and then I can watch the spectacle without
having interefered at all.

These waters and isles are harsh to navigate and few have payed attention to them until recently, when these remote
