without the islands, the income is 16k. 16k is fairly low for 3 bases. On top of that the map will fill fairly quickly with infantry since the map is fairly small.

I really think the map would be better if you would turn the neutral base into a city.

3x3 areas of just plains? at least add a single piece of road somewhere there. maybe a city or two.
