Yes, i believe it's meant to be played as a team game.
I was White on a team with OS and AR, vs BM, YC and RF vs the elusive BD mercenary (Grit).

YC quit early and I could simply capture all of those neutral properties whilst Russia was just hammering down on Brussels. I
got enough funds to build myself a nice sea fleet and we basically destroyed the western navy in the north sea. It was an
unfair game with OS Kanbei, BM Colin and WN Sensei (me) and I swamped the map with Mechs whilst OS suddenly
disappeared, causing a power shift that made BD go fully independant after allying with the west. I believe it ended with the
west and east agreeing to nuke BD and then everyone's timers ran out

teams are to be setup as follows,
team A, USSR (orange star) East Germany( White Nova) Yugoslavia (yes i know they did not necessarily side with the USSR
Acid Rain)
Team B, France(Blue Moon) UK(Green Earth) West Germany (yellow comet) and Italy (brown desert)

in europa no civil war? like... in italy, that is just 150 years old, we had 7 civil war at least
