I'm not sure if the FTA counter with the pre-owned airports is appropriate (it kinda invalidates the purpose of the standard
high-funds FTA counter), but I needed to put 'em over there somehow.

MAP EDIT - made a new FTA counter, inspired by Autumn's Grace. Moved some cities around and altered some terrain to
create more contested properties. Removed the extra labs.
