I think OS having a Md. Tank when BM has only Rockets and Missiles (and no Anti-Air) gives OS a huge advantage.

I think BM has the advantage because most neutral properties are on their side, and once you get an infantry wall rolling
there's anyways nothing that can stop your rockets or missiles.
