Make sure each guy has the 2 cities and airport. GE doesn't!

I think it is only so-so. You have a creative way of balancing. I'd at least balance the
turn order though.

Well the upper team has the advantage. They all move first, and their neutral properties are a
bit closer.

But the bottom properties have more room to expand due to the river. The river is more on
the upper side so the upper side will have trouble expanding.

Expanding isn't a good thing here.
It takes longer to reach the properties for the bottom team.
