Played this map today. It's broken, probably because it was uploaded a thousand years ago.

When you build an inf on Orange's right base it says "Unit not built!". But the unit is built, and for some reason it's unwaited, so
you can move it and build another unit. And then Black literally can't build from his bases, for no apparent reason.
