There is no point to the top. You need something to fight over.

-1/2 the sea is blank, no reefs!
-1/2 the ports/bases/seaports are too far apart (in different sections)
-1 you shouldnt have put allied nations against other nations, the allies will win because of
the first turn advantage. You should have mixed it up a bit.
-1 the teams will fight over there own land before they can agree and fight over the enemies
land.
-1 they start out with NO cities; even though they get funds from bases/seaports/ports,
unless you get like 5000 funds per bases its pretty hard to make expensive units on the sea
part.
5/10 I woulda given you that anyways.

ew, the only thing that can coem down from the top part are air units, lso the higher one ther
isn't any point to,
suggestions. make pipe seams that allow the transport of land units from the top area down
into the lower regions.

for the sea fronts swap them around so that each of the teams has a sea front on each of
the sea areas.
