The floating city is supposed to be a Com Tower in AWDS.

make northern shoal bridge accessable to other units, otherwise there is no other way to
corss, give GE some shoal crissions too, not really enough properties for a ful you naval
battle, or even enough water, but that's the only way to take places over, very long
battle ahead :P. Good concept though,9/10
