Second player has advantage. While funds are proportional, the fact that the second
player has two infantry with turn advantage (in comparison with one for player 1)
makes it unbalanced. Viridia Aqua (https://awbw.amarriner.com/prevmaps.php?
maps_id=82657) solved this issue by having 4 bases per side instead of 3 bases and a
city, giving both players two bases where its infatry moves first

Nice map for naval play but the max unit count seems a bit small
