P1 has city skip strats only they can use and still get correct tank order (they can skip two caps actually). Due to that, P1 can go for the contested cities on the symmetry line faster (even ones they are not supposed to be ahead on). So I'd say this is still a B due to mild FTA.

Keeping the Live Play tag on despite the skip strats for P1 as B-rank isn't that highly curated.
