Looks pretty good, if a little property heavy. And for proof...

WARNING! MATH AHEAD!

19x16 = 304, and with 32 cities, 4 bases, 2 airports, 2 comm towers, and 2 HQs (as well as
6 empty silo tiles), that's 46 urban properties (40 Urban Blight properties) for 304
squares. That's 5.6 tiles per every URBAN tile ( ( 304 - 46 ) / 46 ), and 6.6 tiles per
every UB-able tile ( ( 304 - 40 ) / 40 ), which is a VERY small amount, which means that
Kindle gets a bonus on 15% of the tiles, and UBs 13% of them, which is just too much.

Anyway, mechanically, the map looks sound. But the insane urbanity brings down the overall
quality of the map.

Many of your other maps also seem to have this problem as well >_>

7/10 for now.

I like Urban maps so screw you. Ban kindle if you want.

PS: Kindle doesn't get a bonus on Silos.

You really don't like a map because of ONE CO? Just ban Kindle if it bugs you so much.
Also, high property to base ratio is a good thing. Also, Kindle getting a 30% bonus D2D15%
of the time averages out to 104.5%. Hawke has 110% and gets bonuses with his power on
every square, and damages units on every square. Now you might argue that Hawke does
only 1 damage and Kindle does 3. However, Hawke hits every square with his power- 304
tiles on this map. Kindle only hits urban tiles- according to you, 13%. 1 damage x 100% =
100. 3 damage x 13% = 39. 100>39, which is a large enough gap to compensate for the
fact that there won't be units on every tile, let alone every urban tile. And if you don't like the
math arguements, Kindle is considered overpowered on just about every playable map
anyway, so it's not the creator's fault if they didn't go to extreme measures to compensate
for a CO that was poorly designed.

Oh yeah, pretty nice! I like its complexity in regard to attack paths and property
placements.
