There a few problems, terrain clumping. Or largely the more important, property clumps.
People will take these areas and use them like a fortress, being almost impervious. Most
games are about getting the income in the beginning, later using the funds to break the
stand off that happens against most players. Which come to the next issue, middle
properties and FTA counters. It is widely agreed that the second turn play will
disproportionately lose without a First Turn Advantage (FTA) counter. The most common FTA
is a predeployed infantry for every other base. Or for unusual occasion where there's an
uneven number of base, a preowned city within cap range of the OS base, in this case,
infantry will do well.
Middle properties, they create a FTA. Here OS will take those cities and that airport on
the lower half. Creating an income advantage.
